China's Public Utility Reform: From Theories to Practices, published in April 2009, presents research findings of the World Bank PPIAF project "Reform of the Regulatory Environment for Private Sector Participation in Chongqing Municipal Government" and provides a useful reference for China's public utilities reform. It not only examines the theory of public utility reform and reports on practical experiences of reform in China, but also discusses some useful examples of reform from other developing countries as well as from developed countries.
