Forum on Local Finance Reform ---“Improving Transparency and Capacity in the Management of China’s Local Government Budgets” Final Seminar was jointly held by Great Britain China Center, Research Institute for Fiscal Science, and Unirule Institute of Economics in Beijing on Mar. 17th and 18th, 2010. Wu Xiaoling, Vice-chairman of Financial and Economic Commission of NPC, Mr. Grey Mulheirn, First Secretary of British Embassy, Jia Kang, Head of Research Institute for Fiscal Science, Ministry of Finance, Professor Sheng Hong, Director of Unirule, Zhang Qianfan, Professor of School of Law & School of Government, Peking University; Vice President of China Law Society, etc., either gave opening remarks or delivered keynote speeches. Profound discussion and communication was carried on local finance reform institutional innovation, medium-and-long-term rolling budget, and gender budget among Officials and scholars from the finance circle of Guangdong, Hebei, and pilot zone of Jiaozuo City of Henan, and experts and scholars from Unirule, Research Institute for Fiscal Science, The World and China Institute, and Nankai University. Funded by the UK Strategic Programme Fund, the project entitled “Improving Transparency and Capacity in the Management of China’s Local Government Budgets” was jointed conducted by the Great Britain China Center, Unirule Institute of Economics and Research Institute for Fiscal Science. This project lasts for two years, and aims to explore and accumulate experiences to improve budget transparency and budget management capacity of local government in China and to provide suggestions on improving local budget management reform.
