The Seminar on "City Management and Fairness and Justice" was successfully hosted by the Unirule Institute of Economics with the assistance from Sohu.com and China-review.com in Sohu.com Internet Plaza (SIP) on March 4th, 2011. On the seminar, a series of "city disease" problems which break out along with city development in Beijing, Shanghai and Guangzhou, were discussed, such as, traffic jam, air pollution, high housing price, insufficient land supply for city development, infrastructure shortage, employment difficulties, etc. Scholars attending the seminar believed that, some local city governments begin with convenience for their management, replace customers' preferences with their own preferences and good governance desired by citizens with prohibition and limitation orders, and solve the problem of rapid expansion of city scale through forceful government intervention in the market and infringement of private rights. These measures have many detriments and harm social fairness. Scholars also conceived of a sustainable solution which gives consideration to both benign city development and protection of people's private rights.
