Education Reform Forum 2011 was successfully held by the Unirule in Beijing on November 2nd, 2011. The theme of the forum is investment and financing of privately-run education. Prof. Mao Yushi, president of the Unirule, Prof. Sheng Hong, director of the Unirule, Prof. Feng Xingyuan, vice director of the Unirule, Prof. Cheng Fangping of the Education School of Renmin University of China, Prof. Jiang Guohua of the China National Institute for Education Research, Prof. Zeng Xiaodong of Beijing Normal University, and Mr. Lei Junxiong, President Assistant of Juren Education Group, attended the forum and delivered keynote speeches respectively. Among the audience were students and teachers from relevant educational organizations, reporters, people from the privately-run educational organizations, and relevant governmental officials.

Firstly, Prof. Mao Yushi gave the opening remarks focusing on two features of education: positive externality and fairness. He believed that privately-run schools should enjoy the same rights with state-run school in terms of financing. He also introduced India's experience in the promotion of privately-run compulsory education.

Prof. Cheng Fangping delivered a lecture entitled "Reform, Investment and Financing of China's Privately-run Education". He emphasized that China's educational system reform could not go without privately-run education. This is because privately-run education has the motivation and potential of innovation and exploration and shoulders the risk of positive exploration and experimentation in China's educational reform. That's also why many new ideas were firstly put into practice in privately-run education. In legal aspect, he pointed out some major problems in privately-run education, such as, property rights, investment and financing, teachers, etc., remained to be solved although Non-governmental Education Promotion Law had been implemented after 2000. In Prof. Cheng's opinion, the policy-makers should be aware of the risks, responsibilities, crisis and problems in privately-run education so that more policy understanding and support could be provided to privately-run education. He also called for the issuance of more laws and regulations on investment and financing of privately-run education so as to regulate and promote investment and financing of privately-run education.

Prof. Sheng Hong gave a speech on unfairness in China's current education system. He analyzed the serious unfairness in the current distribution of universities in China, that is, educational resources were allocated in accordance with administrative ranks rather than the number of population. As a result, population flew in the pursuit of educational resources. He also criticized the phenomenon of autonomous enrollment, migration for the college entrance examination, forceful demolition of privately run low-cost school for children of migrant workers, the awarded marks in the college entrance examination, etc. In terms of educational system reform, Prof. Sheng Hong firstly suggested that the educational system dominated by administrative departments should be abolished and market should be allowed to become the subject in control of allocation of educational resources. Secondly, he insisted that the educating rights of citizens given by the god should be recognized by the government and the whole society as well. Thirdly, he suggested that privately-run education should be advocated while appropriate regulation should also be imposed so as to maintain the fair competition among schools. In general, he believed that the constitutional reform of educational system should be arranged from a long-term perspective.
