2014 Forum on Public Utility and Urban Development of China Held in Beijing

The 2014 Forum on Public Utility and Urban Development of China was jointly held on May 29th, 2014 in Beijing by Unirule Urban Development Research Center; Research Institute for Fiscal Science, Ministry of Finance; JunZejun Law Offices(Guangzhou); and Beijing Sihai Changxin Consulting Firm. The forum was proud to be joined by Mr. JIA Kang from Research Institute for Fiscal Science; Professor SHENG Hong and Researcher Mr. ZHAO Nong, Researcher Ms. QIAN Pu, and Academic Assistant Mr. ZHANG Lin, from Unirule; Mr. SUN Jie from the Public-Private Partnerships Research Committee of China Public-Finance Academy; Mr. WANG Qiang from Shanghai Chengtou Holding Co.,LTD.; Mr. WU Yaguang and Ms. ZHANG Ying from Beijing Sihai Changxin Consulting Firm; Mr. YAN Jun from JunZejun Law Offices(Guangzhou); and Mr. ZHAO Xu from Unirule Development Research Center Guangzhou(UDRC).

 

 

 In the opening speech by Mr. JIA Kang, he emphasized a series of challenges faced in the new development stage of China among which institution innovation should be stressed. When talking about difficulties in the practice of public-private partnerships, Mr. JIA Kang suggested the problem should be considered under the framework of governance drawn by the 3rd Plenary of the 18th Central Committee of the CPC. And that the modern governance concepts are closely associated with the optimization of the mechanisms of a modern market and resource allocation systems. Professor SHENG Hong stressed the development in public utilities and the aspects of the current reform in terms of public utilities. He also pointed out that the market mechanism should be utilized to achieve more with lower cost in the practice of public-private partnership.

 

The forum was divided in four units:

 

The topic of the first unit was the status quo of public-private partnerships. Mr. JIA Kang gave a keynote speech entitled “Innovation in Improving Financing Efficiency and Mixed Ownership from the Perspective of PPP.” He emphasized the positive effects of PPP in three aspects, namely, the government, the public, and the enterprises. Besides, PPP is not only an innovation on financing and management, but also an important form of mixed ownership economy, which is coherent to the requirements of modern governance and a modern market system upheld at the 3rd Plenary of the 18th Central Committee of the CPC.

 

 

Mr. ZHAO Xu started by clarifying the definition of PPP and then analyzed the problems of PPP practice in China as well as innovations to the mechanism of PPP. Lastly, he introduced Unirule’s practice of PPP and its pattern in Qingdao Hightech Zone.

 

 

Mr. YAN Jun elaborated on the “New District Development and PPP”. He considers the essence of PPP to concern the restructuring of three relations, namely, relation between the government and the society, relation between government and enterprise, and relation between government and market. He mentioned the three stages of the development of PPP in China. The first stage features isolated PPP projects; the second stage features networked PPP projects; and the third stage features PPP projects in districts and regions. For the last stage, development of new districts and new towns serves as examples, meanwhile cooperation between the government and investors is more complex.
