On the evening of November 25th, the 13th UCERC Saloon, and the fourth thematic seminar on “Business Ethics Declaration of Chinese Entrepreneurs” was held in Dongfang Hotel, Guangzhou. Present at the seminar were Professor YAO Zhongqiu(Qiufeng), President of Unirule; Professor XU Xin from Beijing Institute of Technology; Mr. BAI Huiliang, Senior Advisor of Chinese Pharmaceutical Enterprises Association; Mr. LI Hanming, CEO of Techpool Co., Ltd.; Ms. YANG Jie, General Manager of Dynemed Co., Ltd.; and Mr. NIU Zhengqian, Vice President of Chinese Pharmaceutical Enterprises Association. Mr. ZHANG Xiaolong, President of Jiahe Capital Co., Ltd. hosted this event. There was also an audience of more than 70 people, most of whom were CEOs and general managers of pharmaceutical companies.
In the meeting, Professor YAO introduced Unirule Institute of Economics first and then the initiative, framework, and temporary findings of the “Business Ethics Declaration of Chinese Entrepreneurs”(the Declaration). Professor YAO proposed the threefold identity of Chinese entrepreneurs. Chinese entrepreneurs are the creator of wealth and value in contemporary China, they are the citizens that have and promote the civil rights and self-governance, and they are the gentlemen of contemporary China that pursue “LI”(礼, Li, virtues.) Professor YAO further illustrated the image of entrepreneurs in China’s history, using examples to show how they changed the course of history and how they created wealth for the nation. He also explained the rights of entrepreneurs as citizens in modern China, and he thought entrepreneurs have the motivation, innovativeness, and the conception of civil rights which enables them to participate in the creations of civilizations. Professor XU Xin thought the Declaration might be difficult to implement as it proposes very high standards for entrepreneurs to follow. Instead of setting up moral and ethical rules, the rule of law should be set up first in order to regulate the behaviors of entrepreneurs and solve their problems from an institutional point of view. The original sin of entrepreneurs is a result of the incomplete and immature legal system that encourages the wrongdoings of entrepreneurs. Therefore, the best way to solve the conundrums of contemporary entrepreneurs is to uphold and improve the institutional environment, especially in the pharmaceutical industry. Mr. BAI Huiliang thought Professor YAO and Professor XU provided two different perspectives to solve the problems faced by entrepreneurs. However, to solve them, both perspectives, namely, the cultural and institutional, are needed. Mr. BAI Huiliang thought the development of China, especially after the opening-up and reform, can be attributed to the efforts of entrepreneurs. Their contribution to the society should be properly recognized, and the accusation of “capitalists” should be lifted in order to give them respect. In the meantime, Chinese entrepreneurs have helped greatly to improve the institutional environment in China.
