October 31st, a seminar on “Improving the Low-Efficiency and Unfairness in Education” was held at Unirule Office in Beijing. Present at the seminar were Professor SHENG Hong, Director of Unirule and lead author of the report of "A Research on the Efficiency and Fairness of Resources Allocation by the Governmental Administrations in China”; Professor YANG Dongping, famous educationist; Professor ZHANG Qianfan, Peking University; Professor ZHAO Nong, Researcher of CASS; and Ms. QIAN Pu, Deputy Director of CCPPP. An audience of over 50 people also attended this seminar.

Professor SHENG Hong and Ms. QIAN Pu firstly introduced the main methodology and conclusions of this research; Professor ZHANG Qianfan and Professor YANG Dongping made a speech separately. Professor ZHANG Qianfan analysed the discrimination and unfairness of regulations in education and the resource allocation in this area, and proposed his consideration on the reform proposal. He thought the expansion of recruitment into college, the opening of domestic education, and the opening of overseas education was a solution to the existing conundrum. Professor YANG Dongping emphasised three main issues of the education system: fairness, and the administrative interventions of examinations and the education system. He thought the current system that focused on county level education had led to the imbalanced education resource allocation. There is plenty of room for improving the education fairness and examination system by proper governance.

Unirule Institute of Economics has completed a report on “A Research on the Efficiency and Fairness of Resources Allocation by the Governmental Administrations in China” in two years. In this report, the negative influences of administrative interventions in three main areas, namely education, land, and healthcare, were analysed thoroughly. The English abstract of the report will be available online soon.
