On the morning of November 26th, a seminar on “Breaking the Administrative Monopoly in the Land Resource Allocation” was held at Unirule Office in Beijing. Present at the meeting include Professor SHENG Hong, Director of Unirule; Professor QIN Hui, Tsinghua University; Professor ZHENG Fengtian, Renmin University of China; Ms. QIAN Pu, CCPPP of Unirule; Dr. YANG Junfeng, non-residential researcher of Unirule; and another 40 audience.
There were two units in this event, the release of the research report and the keynote speeches by the guest speakers. Firstly, Professor SHENG Hong introduced the methodology of the research; and then Ms. QIAN Pu introduced the main research findings and the reform proposals.
Professor QIN Hui gave a keynote speech entitled “Old Problem, New Development: Several Issues with the Land Right Reform”. Professor QIN Hui thought there was serious mismatch in the public interest of the land: public interest can be found in commercial land, such as the New London case in the US, whereas public interest can be missing in non-commercial land, such as government buildings. Besides, Professor QIN Hui pointed out that welfare policies in China had mitigated the distribution of negative state welfare in recent years. However, this happened mainly in healthcare and education. The so-called scaled management of land in agriculture intended to raise the efficiency of land use has exacerbated the situation. At last, Professor QIN Hui pointed out the government led land transfer instead of land transaction referred to coercive land transfer.
Professor ZHENG Fengtian spoke highly of Unirule’s research. He also proposed an analysis of institutional welfare. Professor ZHENG Fengtian made a keynote speech on “The Key Cause that Made China’s Urban Areas a Lot Like Africa”. He thought the key cause was the fact that homesteads in urban areas could not enter the market and freely transact, which had resulted in, on the one hand, the expropriation and conflicts in urban areas, and the abuse of land on the other hand.
Unirule Institute of Economics completed A Research on the Efficiency and Fairness of Resources Allocation by Governmental Administrations in China over the last two years. In this report, three areas are examined, namely education, land and healthcare, for the negative effect of government administrations. This event focused on the land area.
