At the 379th Unirule bi-weekly symposium, Prof. Zhang Shuguang, Professor of Economics at China Academy of Social Science (CASS) delivered a speech entitled “Rural Residential Land : current status & perspective”.
This lecture was based on a research project on rural residential land in China, which was directed by Prof. Zhang. This project contains six sub-project with each focused on the current status of rural residential land in one location.
The lecture began with a summary of all the six case study. This part not only describe the current rule and regulations related to rural residential land and their implication but also point out how local government together with developer grab the land from the farmers under the current institution.
Prof. Zhang then introduced some examples of measures spontaneously developed by rural residents or community to protect their land from government capture. According to Prof. Zhang, rural residents, as the owner of land, have the right to profit from land transfer.
The final part of the presentation focused on policy suggestions on land transfer through market mechanism and protection of farmland.
